Job Description
Cardno Emerging Markets USA, Ltd. (Cardno ID) seeks highly motivated and experience individuals interested in being considered for illustrative positions for an upcoming USAID-funded Djibouti Youth Employment Activity. The solicitation is expected to be released on/around April 15, 2022. The top-level goal of the activity is to increase youth employment through strengthened workforce programs and expanded links to quality jobs. The project will increase equitable opportunities for youth to access quality employment through three Intermediate Results (IRs): 1. Youth workforce readiness strengthened; 2. Links to quality jobs expanded; and 3. Youth employment enabling environment strengthened.

- Deputy Chief of Party – USAID management professionals (only senior-level)
- Youth/Workforce Development
- Public-Private Partnership Development
- Institutional Systems Strengthening
- Gender and Inclusion
- Monitoring, Evaluation & Learning
- Grants Management

Qualifications:
Senior-level Positions
- Minimum education: Bachelor’s degree in a relevant field
- Preferred education: Master’s degree in a relevant field
- Minimum of 8-10 years of experience in relevant field, preferably familiar with Djiboutian or East African context.
- Experience leading donor funded programs in similar context required; USAID experienced preferred
- Excellent written and oral communications skills required
- Fluency in English and French required.
- Djiboutian nationals are encouraged to apply.
Mid-level Positions
- Minimum education: Bachelor’s degree in a relevant field
- Preferred education: Master’s degree in a relevant field
- Minimum of 4-7 years of experience in relevant field, preferably familiar with Djiboutian or East African context.
- Experience contributing to donor funded programs in similar context required; USAID experienced preferred
- Excellent written and oral communications skills required
- Fluency in English and French required.
